Maryland Electronic Courts Update: New E-Filing Interface and Expansion to Upper Eastern Shore


In 2014, the Maryland Judiciary launched the Maryland Electronic Courts (MDEC) system - a project that modernizes current case management systems and streamlines court processes to make case filings more convenient for litigants. Here are two updates:


APRIL 4: New E-filing interface
  • Beginning April 4th, the Judiciary will transition to a new e-filing interface called Odyssey File & Serve (H5).  Users will have a four week grace period to transition to H5.  During this period, registered users should electronically file using H5.  The transition period will end May 2 and you will no longer be able to file using the old interface. The H5 interface will be compatible with all browsers, i.e., Internet Explorer 10 or 11, Chrome, Firefox or Safari.
  • Please note if you are currently registered, you will not be required to register again.
JULY 18: MDEC Comes to Upper Eastern Shore

MDEC will expand to the Upper Eastern Shore on July 18, which will mean the start of mandatory e-filing for attorneys filing cases in Caroline, Cecil, Kent, Queen Anne's, and Talbot counties, as well as appellate filings that commence in those counties.

This includes the District Court of Maryland, and the Circuit Courts. This applies to all attorneys in Maryland who practice in these counties. Attorneys can register for e-filing or attend one of the Judiciary's Registration Fairs to be held in the Upper Eastern Shore counties in May.

Are you ready to e-file in the Upper Eastern Shore counties?
  1. Review the statewide MDEC Policies and Procedures Manual (H5) and the user guides (located on the Maryland Odyssey File and Serve site) for an overview of the processes, technical requirements and preparations for e-filing.
